THE ASSOCIATED STUDENTS OF CONCORDIA UNIVERSITY

Bylaws

The bylaws shall consist of guidelines and regulations for the governing organizations and committees that have been set up by the Associated Students.  Amendments to the bylaws should be submitted as a proposal to the Student Senate.  Bylaws may be enacted or revised by a two-thirds majority vote of the Student Senate membership.

 

Bylaw I – The Executive Committee

The Executive Committee presides over the ASCU board, serving as leaders for the Student Senate and consultants for the Judicial Committee.  The Executive Committee is expected to encourage and support the efforts of the entire ASCU Board and to ensure its ongoing existence from year to year.

 

The President—the duties of the President shall be:

  • To call all meetings of the Executive Committee, Student Senate and Associated Students.
  • To serve as chairman of the Executive Committee and Associated Students.
  • To serve as connecting link between the administration, the faculty, and the student body.
  • To provide general direction in the areas of budgeting and official business.
  • To make appointments to University and Associated Students Committees.
  • To implement all legislation passed by the Student Senate, Executive Committee, and Associated Students.
  • Maintain a cumulative grade point average of at least 2.5

 

The Vice-President—the duties of the Vice-President shall be:

  • To serve as chairman of the Student Senate.
  • To work with the university administration as a liaison of the student body.
  • To set agenda for Student Senate meetings.
  • Maintain a cumulative grade point average of at least 2.5

 

The Secretary—the duties of the Secretary shall be:

·         To distribute agendas of all Student Senate, Executive Committee, and Associated Students meetings.

·         To record and distribute the minutes of all Student Senate, Executive Committee, and Associated Students meetings.

·         To handle all official correspondence of the Associated Students.

·         To maintain the official version of the ASCU Constitution and Bylaws as amended.

·         To maintain an accurate and updated filing system.

·         To maintain any supplies needed for the accurate and efficient administration of the Associated Students.

·         Maintain a cumulative grade point average of at least 2.5

 

The Treasurer—the duties of the Treasurer shall be:

·         To be the chief financial officer of the Associated Students.

·         To draw up the annual budget of the Association.

·         To see that all transactions for funds shall be made directly to the university controller.

·         To maintain and make available an accurate record of all income and expenditures of the Associated Students to all active members of the Associated Students.

·         To administer salaries of all paid administrators of the Associated Students.

·         To administer all student enterprises in cooperation with the Student Senate.

·         To govern and direct the finances connected with these duties and to initially sign all requisitions concerning funds budgeted to this area.

·         Maintain a cumulative grade point average of at least 2.5

 

 

The Activities Director—the duties of the Activities Director shall be:

  • To direct the planning, preparation, and production of campus activities.
  • To support the activity coordinators in the planning, preparation, and production of campus activities.
  • To attend and report to the senate and executives at their weekly meetings.
  • To regularly meet with the Director of Student Activities.
  • To implement campus activities directed at all members of ASCU.
  • To hold the activities committee to the standards of excellence set in the ASCU constitution and bylaws, and the University’s mission statement.
  • Maintain a cumulative grade point average of at least 2.5

 

 


Bylaw II – Student Senate

A Student Senator shall perform the following duties:

·         To represent their constituency.

·         Diligent attendance of Senate meetings

·         If serving on an Associated Students committee, to be a strong functioning part of that committee.

·         To serve as “counselor” to his/her constituency in matters involving Student Rights or Disciplinary action.

·         To be knowledgeable in all areas of Student Rights.

·         Maintain a cumulative grade point average of at least 2.25

 

 

 

Bylaw III – Position Vacancies

Whenever there is a vacancy in the office of the President of the Associated Students, the Vice President shall become President.

 

Whenever there is a vacancy or an anticipated vacancy in the Executive Committee other than the President, the President shall nominate a person to fill that vacancy who shall then take office either immediately upon being confirmed by a majority of the existing members of the Executive Committee or at the moment the office becomes vacant, after being so confirmed.

 

Whenever there is a vacancy of any Senate seat, the Vice President shall have the authority to fill the vacancy by appointment.  All standards outlined for the office of Senator in the Constitution and Bylaws shall be adhered to for the appointment process.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Bylaw IV – The Legislative Process

The business of the Associated Students shall be carried out in an effective and proper manner. Also, in order for the democratic process to flourish, information must be free and accessible; therefore the Student Senate shall not be impeded from information that is necessary for their decision making process, and the Student Senate alone shall control who shall speak to its members. No outside force shall ever limit any individual or issue from appearing before the Senate or any other legislative body of the Associated Students.

 

Types of Legislation

All legislation of the Associated Students shall be in the form of a resolution: a Resolution of Statement, a Resolution of Funding Allocation, a Resolution of Policy/Programs or a Resolution of Passage. Rationale for the legislation will always be presented in these resolutions, and they shall follow the sample format set forth in the Handbook for the Associated Students of Concordia University.

 

Resolutions of Statement shall be the formal means of expressing the opinions held by the Associated Students. This resolution form shall be used when recommendations are to be made by the Associated Students to other decision-making bodies or personnel at Concordia advocating or condemning a school-wide policy or action.

 

Resolutions of Funding Allocation shall be for requests that are made to the Associated Students for support through funding that would come out of the Associated Students��� budget. This resolution form is used for requesting money to be allocated to a specific program, club, or event.

 

Resolutions of Policy/Programs shall develop policies and/or programs of the Associated Students in pursuit of the needs of the student body. This resolution form shall be used when the Associated Students implement a policy and/or program that will benefit the student body.

 

Resolutions of Passage shall act as vehicles for the passage of Constitutional Amendments and Bylaws. This resolution form shall be used when a potential Constitutional Amendment is being presented to the Senate before being voted on by the entire student body. Generally, it is recommended that the student body’s voting on any Amendments be carried out during elections in the Spring; however, the timetable for the student body’s voting shall also be included along with the rationale. Constitutional Amendments will pertain to matters of high importance, acting to create concepts not currently contained in the Constitution or to change or supplement those already held.

 

Resolutions of Passage shall also be used when a Bylaw is added to the Constitution or an existing Bylaw is revised. Bylaws aid in definition and act to carry out the Constitution, outlining the processes and procedures used to carry out the functions of the Associated Students. Bylaw additions or revisions need to be voted on by the Student Senate, and should add or revise a procedure or process of the Associated Students that is currently being carried out or needs to be implemented.

 

Legislative Path

Anyone may author legislation and then bring it to the legislative bodies of the Associated Students. The legislative path shall then take one of two forms. For formal requests of a non urgent nature, the written resolution or verbal request shall be made to the appropriate Executive or committee chair.

 

Resolutions of Statement shall be directed to the President of the Associated Students or to the Chair of the Community Relations Committee.

 

Resolutions of Funding Allocation shall be directed to the Treasurer.

 

Resolutions of Policy/Programs shall be directed to the Vice President, the Chair of the Community Relations Committee, the Physical Spaces Committee or the Academics and Arts Committee, whichever best fits the program being implemented.

 

Resolutions of Passage shall be directed to the Judicial Chair.

 

The committees of the Student Senate shall deal with legislation directed to them, drafting a formal resolution (if necessary) and then presenting the resolution and recommendations to the rest of the Student Senate at a regular business meeting of the Senate. The committees shall also develop legislation on their own, writing up resolutions for issues, programs, or events that fall under the mission statement of that committee, which will benefit the student body.

 

For requests of an urgent nature, the written legislation shall be taken directly to the next meeting of the Student Senate and presented during a call for new business. Such pressing legislation needs to be sponsored by a Senator either before the meeting begins or when the legislation is presented, the Senator may then proceed to vote for the legislation to be voted upon.

 

Upon a favorable decision of the Senate, it shall be, as mandated by the Constitution, the responsibility of the President to make sure that decision is carried out by the appropriate Executive Committee member. Any resolution that comes before the Senate shall also be filed in the ASCU office and online, so that the Associated Students and the student body can view the resolution, the committee recommendations, and the voting results. Any resolution that the Senate or Executive Committee has acted on may be brought before either body again for reevaluation or amendment, with one of the aforementioned processes still being used. 

 

Note that the Executive Committee shall have veto privileges over any legislation passed by the Student Senate.  An Executive Committee veto shall be obtained by a three-fourths majority vote of the Executive Committee.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Bylaw V – Committees of the Student Senate

There are four standing committees of the Student Senate. Each Senator shall serve on one standing committee and any Senator may serve on additional committees, as they are created. Each standing committee shall meet as often as is necessary and no less than once per week. Additional specific committees may also be formed to perform special tasks as the situation may arise. These committees can be established by any one of the three branches of ASCU, as each may see fit. The branch of ASCU that establishes a specific committee is responsible for the supervision and maintenance of that committee, and when the committee has served its purpose or is no longer beneficial, that branch is responsible to dissolve the committee.

 

Committee Organization

The chair of each standing senate committee shall be a member of the Executive Committee during the Fall semester. In the Spring semester, the committees shall each decide whether to appoint a different committee member as a new chair or retain the previous chair. Excepting the Fiscal Growth committee, at the beginning of each school year the Executive Committee members shall agree among themselves which committee each person shall lead. Once each committee has a chair, the Senators shall appoint themselves to a committee of their choice, having been informed about the functions and responsibilities of each committee.

 

Committee Functions

The committees of the Senate shall exist to be policy-makers in their pursuit of legislative development. Committee descriptions may be changed by a committee as it sees fit to ensure that it accurately portrays the function and goals of each committee. Descriptions must then be approved by the Judicial Committee to be inserted into the bylaw and to be in full effect.

 

Committee Descriptions

 

Academics and the Arts: In recognition of the primary importance of academics in college life, the Academics and Arts Committee of ASCU endeavors to address the concerns and desires of students as they continue preparation for the transformation of society.

 

Community Relations: The Community Relations Committee’s goal is to encourage positive social interactions in the Concordia Community on and off campus. The Community Relations Committee is also responsible for improving campus communication and supplying relevant information for the benefit of the student body.

 

Fiscal Growth: This committee studies fiscal aspects of the Associated Students. Budgetary matters will fall into this committee. This committee shall also be charged with setting the Associated Students fee, as well as exploring methods of increasing the revenues of the Associated Students beyond the Associated Students fee. Raising funds from the outside of the student body, and thus lessening the students’ burden, should be a goal of every member of this committee. The chair of the fiscal growth committee shall be the ASCU Treasurer.

 

Physical Spaces: The function of the physical spaces committee is to provide a comfortable and inviting atmosphere for Concordia University’s staff, faculty, current and prospective students by assisting in the beautification of campus, assuring security on campus, and fashioning an environment that facilitates the pursuit of academic, social and spiritual excellence.

                                                     

 


Bylaw VI – Judicial Committee

The Judicial Branch of ASCU is led by the Judicial Chair, who is appointed by the Executive Committee. In the event that the Chair position becomes vacant, the Executive Committee shall select a new Chair out of existing Judicial Committee members to ensure the position will be filled by a person knowledgeable about ASCU and its constitution.

 

Judicial Committee members are appointed by the Executive Committee. In the event that the entire Judicial branch is vacant, a Chair is chosen before any additional committee members.

 

Members of the Judicial Committee shall adhere to the following guidelines:

 

  1. The Chair shall call and preside over Judicial Committee meetings. The Chair shall also attend meetings of the Associated Students Executive Committee.
  2. The Judicial Committee shall hold meetings no less than once a week during the academic year. The Chair shall be responsible for organizing the meetings.
  3. The Judicial Chair shall report to the Student Senate with the highlights of the meeting each time that the committee has met.
  4. The Judicial Committee will report to the Student Senate and Executive committee, about any and all meetings. It is imperative that the committee also report when it ascertains that the letter or the intent of the Constitution and Bylaws are not being followed.
  5. The Judicial Committee reserves the right to maintain order in compliance with the Executives during Senate meetings when Parliamentary order is not being applied or when behavior issues arise.
  6. The Judicial Committee shall serve as an unbiased party as it upholds the constitution and its bylaws.
  7. The Judicial Committee will report to the Executive Committee and Student Senate when it feels either committee or individual is not acting in best interest of ASCU membership.
  8. Attendance shall also be monitored by the Judicial Committee with the help of the Secretary and action shall be taken as outlined by the review process prescribed in Bylaw Six.
  9. When a review of attendance or behavior is in order, the Judicial Committee is responsible for following the order outlined by the review process in bylaw six.
  10. The Judicial Committee shall also constantly review the ASCU Constitution and Bylaws and bring suggestions of updates or changes as the need arises.
  11. All Judicial Committee members shall maintain a minimum GPA of 2.25.

Bylaw VII – ASCU Review Process

Description

The ASCU Review is the process by which an ASCU member’s performance is evaluated, and corrective action can be pursued if deemed necessary.

 

Qualifications for Review and Selection Process

Any Senator, Executive, Judiciary, or Activities Director and Coordinator who fits the following review criterion, is AUTOMATICALLY up for review by the Judicial Committee. Anyone employed by, funded by or serves in any official capacity for ASCU also applies to the review process. It is important for all ASCU members to realize that the review process is started by ones OWN actions, and not the biased judgment of other ASCU members.

 

  1. Any member who has a total of three unexcused absences from meetings that he/she is expected to attend (as stated by each positions description in the Constitution and Bylaws), including all meetings for committees that have been assigned or any retreats used for official business*.
    1. Absences that are considered excused are: occasional work scheduling conflicts, illness, and personal and family emergencies. A planned or anticipated absence to a Senate meeting should be reported one day prior to the meeting. Other excuses brought forward may be excused at the Judicial Chair’s discretion.
    2. Committee chairs should create and enforce their own excused/unexcused absence policies.
  2. Any member who fails to carry out duties as prescribed by the Constitution and its Bylaws.
  3. Any member who fails to act in accordance with the Constitution, its Bylaws, or any official statements of ASCU found in the Student Handbook.

 

The ASCU Secretary shall monitor the attendance of Senatorial meetings, applicable retreats, and shall also request and keep tallies of absences of members reported by individual committee chairs. The Secretary shall send the absence tallies weekly to the Judicial Chair, so that they may be monitored. These absence tallies shall be reset at the start of a new semester.

 

In cases where neglect of duties or the Constitution and its Bylaws are possible, but debatable, the President and the Judicial Chair shall determine if neglect has occurred.

 

The Secretary, with the absences, and the President, with the neglect charges, shall report to the Judicial Chair with names of those up for review.

 

Review Meeting

The review meeting is to be carried out by the Judicial Committee. The Judicial Chair, upon notice, shall organize a meeting with all of the Judicial Members and the ASCU member up for review.  Executive members may be present at the meeting, but attendance is not required.

 

Questions to be asked of the member up for review should reveal level of commitment, reasons for an unsatisfactory performance, and future intention.

 

After all Judicial member’s questions have been answered to their satisfaction, the member up for review, and the Executive members are dismissed from the meeting. The Judicial Committee then discusses the review and the necessity of the Impeachment process. The Impeachment process shall begin when there is a unanimous vote among the Judicial Committee to begin the process. The process may also be started when two concurring Executive members recommend so, AND a petition bearing signatures of thirty percent of the Senate has been gathered.

 

Impeachment Process

Once the Impeachment process has been started (through the steps described above), the President may call for an emergency Senate meeting to handle the Impeachment, or the Impeachment issue can be handled at the next weekly Senate meeting.

 

The Judicial Chair, at the meeting, shall introduce the Impeachment with necessary details (such as the member up for review and the reasons why) and then relinquish the floor back to the Vice President where the floor will be opened for debate.

 

Once all discussion has ceased, the Vice President must call upon the Judicial Chair to proceed with a secret ballot vote for Impeachment. Upon this, the Judicial Chair shall,

 

  1. Distribute secret ballots to Senators
  2. Collect all ballots
  3. Count votes
  4. Make the voting results public within 48 hours.

 

Failure to make the voting result public within 48 hours allows for an appeal of the vote and a new secret ballot vote must occur. A three-fifths (60%) majority vote is required to Impeach. The impeachment decision then must be approved by the majority of the Judicial Committee. The Judicial Committee may only reject the decision so that a revote may occur (i.e. in cases where not all senators may have been present).

 

Removal from Office

Once the Impeachment process has been completed by a vote from the Judicial Committee, the member is removed from office immediately (and remainder of pay, if applicable, is forfeited).

           

Appeals

Appeals may only occur if new information is obtained within ten days of the secret ballot vote results being made public OR if a petition bearing the signatures of twenty percent of the Senate is gathered. Either should first be brought to the attention of the ASCU President (or to the Vice President if the President has been impeached. The President (or Vice President) shall then judge the appeal, and make a decision on starting the review process anew.

 

The Judicial Committee shall notify all involved ASCU members three days in advance, as to the time and location of the appeals hearing.

Appeals are heard before the Executives, Senators and Judicial Committee members. The meeting is introduced and run by the Judicial Chair. After an appeals case has been stated, a three-fifths majority vote is required to reverse the impeachment.

 

Concerns about the constitutionality of the decisions and policies made by the Executives or Senators can be made to the Judicial Committee.  Concerns about the decisions and policies made by Judicial Committee can be made to the Executive Committee.

 

*Retreats used for official business shall be defined as any gathering of ASCU officers to hear and make decisions about agenda business or to work on brainstorming/teambuilding processes that are outside of the normal weekly senate meetings. Two weeks notice to officers is required for any retreat schedules to be made.


Bylaw VIII – Elections

 

Any member of the Associated Students in good academic and social (disciplinary) standing with the University, according to Student Services, and with a minimum of 6 units per semester is eligible to run for any office, except Executive offices, where 12 units are required. In order to encourage broad involvement by and representation of the ASCU membership, no member of the Executive Committee may be a Resident Advisor, Activity Coordinator, Christian Life Ministries Coordinator, or a Hall Chaplain. No member of the Senate may be a Resident Assistant or Christian Life Ministries Coordinator. It is recommended that candidates for the Executive Committee are returning as upper classmen and have been involved in campus leadership positions previously.

 

Election Timetable

The annual election of the Associated Students Executive Committee and the Student Senate shall begin in early March of each year, with results before the second week of April.

 

Elections Committee

Anyone seeking reelection shall be ineligible to serve on the Elections Committee.

The Judicial Chair shall serve as Chair of the Elections Committee.  In the event that the Judicial Chair is ineligible to serve on the committee, another member of the Judicial Committee will serve as Chair of the Election Committee. The Elections Committee serves to promote people to run for positions and encourage voting with members from the Judicial Committee as the main body of the Elections Committee.

 

Election Sign-ups

Election sign-ups shall be available at least three weeks before voting occurs. In order to have one’s name on the ballot, a candidate must sign up by the deadline. Those wishing to run after sign ups may campaign as a write-in. All elections rules still apply to those write-in candidates. Completely vacant candidacy positions may be added late to the ballot at the discretion of the Elections Committee.

 

Campaign Procedures

All campaigning shall take place the week before Elections.  Campaign rules shall be established by the Elections Committee and shall be made available ten days before elections.  Violation of these rules may result in ineligibility to take office.  Such decisions shall be made by the Elections Committee, but may be overridden by a two-thirds vote of the Student Senate quorum.  The Senate shall review all such decisions.

 

Elections Procedures

Election of the members of the Executive Committee and Student Senate shall be by secret ballot.

All members of the Associated Students shall be eligible to vote.

 

Election Results

The Judicial Committee along with the Elections Committee shall count the votes upon the closing of the polls after Elections.

 

The candidate who receives a plurality of at least thirty-five percent of the votes cast for the office to which he is seeking election shall be declared the winner.

 

In the event that no candidate receives such a plurality, a run-off election shall be held between the two candidates with the greatest number of votes.  The winner of such a run-off shall be determined by a simple majority of the votes cast. In the event that no candidate seeks election to a given office, Bylaw Three of the Associated Students Constitution shall be enacted.

 

All election procedures not prescribed above shall be left to the discretion of the Elections Committee.

 


Bylaw IX – Budget Process

Budget Approval

The Associated Students Treasurer, upon working with the Executive Committee officers and all those directly affected by the Associated Students budget, shall draw up a proposed budget for the following year by the first Executive Committee meeting in February.

 

The Executive Committee shall pass and present a budget to the Senate by the first Senate meeting in March.

 

The Student Senate shall pass a budget by the first senate meeting in April.

All accounts under the control of the Student Association shall remain under budget during the fiscal year.

 

All purchases should be routed through the Director of Student Activities.

 

Shifting Funds

During the time between the Student Senate’s passage of a budget and next year’s Student Senate’s approval of that budget there shall be no shifting of funds.

 

Funds ranging above, and including, $750.00 may only be shifted from one account to another with the approval of the Student Senate.

 

Funds ranging below $750.00 may be shifted with the approval of the Executive Committee. Funds will only be shifted without the consent of the Student Senate when the circumstances require a decision prior to the next Student Senate meeting. The Executive Committee must gain the approval of the Director of Student Activities in order to shift the funds. The Executive committee must report the shift to the Student Senate at the next meeting.

 

Rollover Account

At the end of each spring semester, all ASCU accounts with positive balances are to be emptied and lumped into the ASCU rollover account. This account accumulates the unused funds from each year’s student government budget. This money can be accessed by student government by following these guidelines:

 

  • A $6,000 minimum must be kept in the rollover account at all times.
  • Any funds withdrawn from this account must be used to benefit all students or to increase the budget in areas where all students would benefit (such as General Contingency)
  • The proposal to withdraw funds from the rollover account can be brought up by a senator or by the Executive committee. Executive committee proposals must be sponsored by a senator to be added to the senate agenda.
  • To withdraw any funds, the proposal must have a ¾ majority approval of the senate as well as a majority approval of the Executive committee.
  • The Dean of Students must agree with the proposal and sign proper documentation with the treasurer and the business office for the funds to be transferred.

Bylaw X – Activities Coordinators

This committee stands to plan, prepare, and produce student events and activities. It is the goal of the activity committee to plan, prepare, and produce sage, fun, appropriate, and community building events for all students of Concordia University.

 

Activities will be physically, socially, spiritually, emotionally, and cognitively safe for all participants. Each person in attendance at the activity will have different culture and ethnic backgrounds and the activity committee will strive to respect and honor all of those different backgrounds.

 

The Activity Coordinators will provide fun events that build community relations for the students of Concordia University. The Activity Coordinators believe that a large part of the college experience at Concordia University is involved with each other and the community outside of class. The Activity Coordinators will provide fun events that will engage students with each other and lower barriers as to increase community and build relationships.

 

There will be five Activity Coordinators, each focusing on one of the five following branches of ASCU activities: entertainment, social, athletic, hall cup competition, and off campus events. Each branch of ASCU activities will rotate responsibly for one event per month that is focused on families in and around campus. The five members of the Activity Coordinators Committee will be responsible to the Activities Director and the Director of Student Activities. Each Activity Coordinator will be given the expectation of working five hours every week that classes are in session, a stipend for the year will be determined by the budgeting process for the next fiscal year.

 

An Activity Coordinator who has two unapproved absences in an academic year from either meetings or events is put on review by the Judicial Committee. If placed on probation by the Judicial Committee then one more unapproved absence in that academic year will result in dismissal from their duties. It is the job of the Activities Director and the Director of Student Activities to decide how and when to fill the empty position.

 

An unexpected absence is any event where the Activities Director or the Director of Student Activities has not been contacted prior to the absence with the exception of emergencies. The Activities Director and Director of Student Activities will decide if an excuse prior to the event merits being excused.

 

Additionally if the Activities Director and the Director of Student Activities agree that an Activity Coordinator is not fulfilling their duties as indicated in the student handbook the Activity Coordinator in question will have a meeting with the Activities Director and the Director of Student Activities. If the matter is not corrected after an agreed upon amount of time the Activities Director will bring the matter to the ASCU Judicial Committee where a two-thirds vote is required for dismissal; if dismissal is not approved by the Judicial Committee, the Judicial Committee will make a recommendation for the Activity Coordinator.

 

Candidates for the position of Activities Director must go through an interview process with the Director of Student Activities and the current Activities Director before being eligible to be on the ballot for the student elections. Any person running for the position of Activities Director must maintain at least 12 credit hours each semester that they are in office and hold a minimum 2.5 GPA during that time. The elected Activities Director will be involved in the hiring process of the Activity Coordinators.

 

The Activities Director will be elected before the hiring of Activity Coordinators so that he or she may be involved in the hiring of the Activity Coordinators. The Activities Director is a member of the ASCU executive board and reports to the Senate each week that a senate meeting is held; an Activity Coordinator can report if the Director cannot attend. The Activities Director is responsible to the Director of Student Activities as well as the Executive, Judicial, and Senate bodies of ASCU.

 

Candidates for Activities Director must have had at least one year of experience in a formal leadership role on campus and it is recommended that they be in upper level class standings. Formal leadership roles include Senators, Executive or Judicial members of ASCU, any club or organization executive, RA’s, hall chaplains, and Spiritual Life Coordinators, or others recognized by the Director of Student Activities. The Activities Director, while in office, cannot hold other formal leadership roles on campus.

 

All Activities Coordinators must be in good academic standing with the University (maintaining a minimum 2.25 GPA) and maintain a minimum of 12 academic credits per semester. Activity Coordinators are hired for a period starting at the start of classes in the fall semester through the end of classes in the spring semester and are expected to perform their said duties during all weeks that classes are in session unless otherwise dismissed from duties. Activity Coordinators cannot hold positions in any branch of ASCU in addition to executive members of other campus clubs or organizations. They can be members of other clubs and hall chaplains.

 

The five Activity Coordinators are selected from applicants of returning and non-returning Activity Coordinators. All persons must go through the application process. The applicants are interviewed by a panel consisting of the current Activities Director, the elected Activities Director, the Director of Student Activities, and any non-returning coordinators; if there are non-returning coordinators, a member of the student senate will be asked to sit in on the interview. The Director of Student Activities and the elected Activities Director have final approval of all applicants.

 

Any alcohol and/or drug consumption at or before any ASCU sponsored event (ASCU activities or clubs sponsored by ASCU) as well as inappropriate behavior (examples: fighting and inappropriate language) will result in immediate dismissal from the event or program with no refund or otherwise being reimbursed of there was a paid admission or prizes distributed.

 

If a student is 21 years of age or older and has consumed alcohol prior to an event and appears to be under the legal limit of alcohol and is behaving in an appropriate and safe manor that person will be permitted to proceed in the participating in that campus activity. If that person’s behavior is deemed inappropriate later during the activity, the same rules governing alcohol will apply. No alcohol or drug consumption will be tolerated or allowed during any ASCU sponsored event, regardless of age.

 

In the event that damage is done to persons or property at an event or program that was caused by a person violating these above guidelines, neither Concordia University nor ASCU will be held responsible; additionally, if any participant at an event or program is breaking local, state, or federal laws the appropriate official will be contacted and the participant will forfeit all participation in the current activity. Future activity attendance will be determined by the ASCU Judicial Committee.


Bylaw XI – Clubs and Organizations

Student Association organizations shall be defined as student groups not directly sponsored by an academic department of the university, and which may or may not be funded through the Associated Students.

 

Students desiring to form clubs or organizations of special interest shall make application to the Director of Student Activities or through the Associated Students Secretary.

  • Applications must include a charter, which includes a statement of purpose of the organization.
  • Applications must include a list of names of tentative organization officers.
  • Applications must include the name of the tentative organization advisor.
  • The application must be approved by the Director of Student Activities and the Student Senate respectively.
  • All extra curricular organizations shall be responsible to the Associated Students Vice President.
  • All charters may be reviewed by the Student Senate upon the organization’s request or the Vice President’s request.

§  An organization’s charter renewal will pass with a majority vote of the Student Senate.

  • Failure to receive a majority vote of the Senate will serve to revoke the organization’s charter.

§  An organization’s charter may be revoked at any time by the Student Senate by a two-thirds majority vote in favor of the revocation.

 

Student Media

Student on-campus publications and productions may request funds from the Associated Students budget.  The Student Senate will review these requests and make decisions in a case-by-case manner. 

 

Funding

Club and organization funding is approved by the Student Senate at the beginning of the year and as requested. Money allocated to clubs is to be used for the specific purposes it was requested for. At the beginning of a new school year, any unused money from the previous year cannot be spent without an approval by the Fiscal Growth Committee. Clubs and organizations may re-propose the previous year’s plans or propose new plans for the remaining funds. Clubs and organizations that have allowed their charter to lapse one semester will have any unused funds allocated by ASCU removed from their account. This unused money will be placed back into the Funding for Clubs/Organizations account to be redistributed.

 

It is the responsibility of the club or organization treasurer to keep track of any funds deposited into their account that did not come from ASCU.

 

Clubs requesting funds from ASCU must submit their requests prior to the execution of these funds. Any attempts of reimbursement funds already spent will be denied by the Fiscal Committee, unless explicit consent has been given by the Committee.
Bylaw XII – NCSL Membership

The Associated Students of Concordia University, Portland, does hereby recognize that it is a member of the National Concordia Student Leaders.

 

In this recognition, the Constitution and Bylaws of NCSL are accepted in completeness.

 

The Associated Students of Concordia University, Portland does reserve the right to withdraw from NCSL if the need for such action should arise.


Bylaw XIII – Summer Operations

Newly elected officials shall use the summer months to review Associated Student government history and become familiar with the Constitution and Bylaws.  The Director of Student Activities shall act in the stead of the Student Government Officials in meetings with University Administration.


 

Bylaw XIV Advertising and Public Relations Program
 

Purpose

The Director of Public Relations and Advertising is responsible for accurately portraying Student Government to the student body through a variety of mediums. Through the creation of informative emails, newsletters, and newspaper articles, the Director of PR and Advertising ensures that students are aware of the accomplishments of ASCU and are aware of the ways in which their Student Fee is being utilized. The advertising portion of the position involves providing a resource for clubs and other Student Government-sponsored groups through the creation of creative advertising via posters, fliers, and other techniques. 

 

Advertising Position Duties

  • To provide advertising for ASCU, Activities, and other campus organizations
  • To maintain (organize, decorate, discard old/inappropriate ads) the Hagen bulletin board, and to discard of old/inappropriate ads on all other bulletin boards that are maintained by ASCU.
  • To communicate ASCU initiatives to students, including but not limited to utilizations of the Activities Fee
  • To maintain a minimum GPA of 2.5.

 

Hiring Process

The ASCU Public Relations and Advertising Director shall be appointed using the same process as other hired positions. Interviews should include, at the least, the present Advertising and Public Relations Director, the current Activities Chair, the newly elected Activities Chair, and the ASCU President.

 

Advertising Guidelines

The Public Relations and Advertising Director has the jurisdiction to enforce and edit the Advertising Guidelines provided to clubs, organizations, and ASCU members at the beginning of the school year.

 


Bylaw XV – Intramurals Program

The Intramurals Director position will be selected through an application process and interviewed by 1-2 members of the executive council along with Student Services Staff member, then officially appointed by president.

 

Per the director’s recommendation, an application, and an interview, the intramurals student worker will then also be appointed by the president.

 

Planning for the first month of school needs to be completed by June 1of the summer previous to the school year hired for, in order for there to be activities starting the first week of school. 

 

Intramurals needs to be hosted at least twice a week, excluding when classes are not in session.  There will be a weekly meeting with the Intramurals Director and the Student Services Advisor.   

 

The Intramurals schedule should be planned a semester in advance, but also one month in advance and the information needs to be on every monthly activities calendar.  Semester planning needs to be done in regards to the intramurals budget, including equipment and prizes.

 

The Intramurals Director is responsible for engaging faculty and staff as often as possible in the intramural activities.  Student engagement is also important so there needs to be efforts made in ways to get student input, whether it is a suggestion box or table.

 

Advertising for each set of weekly events must include: posters, flyers, intranet posting (WebCT), and the activities calendar.

 

General expectations include:

 

·         Variety with the events (switch up the type of activity)

·         10 hours total a week

o   4 hours advertising

·         3 to 5 new people each week

·         Balance the level of intensity at each event

·         Fair judgment calls

Bylaw XVI - Recycling Program

Distribution

It will be the responsibility of the Executive Committee to clean and distribute recycling bins to all resident students at the beginning of each school year. Bins should be clearly marked with their designated residence hall room or apartment number. 

 

Maintenance

The bins will be collected from their designated locations at least once every two weeks during the school year, then emptied in the recycling area on campus and returned. The ongoing collection and emptying of the recycling bins during the school year will be overseen by the ASCU PR/Advertising Director and the Hall Senators, who will work together to assign specific duties to other ASCU officers and coordinate the process.

 

Collection

At the end of the school year is the responsibility of that year’s ASCU Executives and Senators, together with the newly elected and appointed Officers, to collect all the bins and store them in a secure location over the summer months.
