The Associated Students of Concordia
University (ASCU) is made up of all students enrolled at Concordia
University (CU) in
Organization
ASCU
maintains a Board made up of three parts:
The
Executive Committee,
which has five members elected annually by ASCU: President, Vice
President, Secretary, Activities Director, and one member appointed
annually by the Senate, the Treasurer.
The Executive Committee hears and directs student concerns by
serving as representatives of the students, business managers of the
ASCU, and primary communicators between the ASCU and the university
administration.
The
Student Senate,
which has 18 members, representing each of the three colleges, the
resident halls, the international students, and commuter students.
The Senate is comprised of senators elected or appointed
annually:

The
Judicial Committee,
which has three to seven members, appointed by the Executive Committee.
The Judicial Committee serves to uphold the Constitution and
provide means to resolve organization conflicts.
The
Director of Student Activities
serves as advisor to the Executive Committee, Student Senate, and
Judicial Committee.
The
Objective
of
the ASCU Board is to exercise our responsibility to our school and our
God by representing the entire ASCU membership in University affairs and
by coordinating the work of its individual members and their
organizations at Concordia.
The ASCU shall be authorized by the Faculty, Administration, and Board
of Regents to assist them in developing policies, standards, and
programs for the life and activity of the Student Body.
The Associated Students shall function under the approved
Constitution and Bylaws.
THE ASSOCIATED STUDENTS OF
The
students enrolled at
The
principal objectives of the Associated Students of Concordia University
shall be:

To foster and protect the general welfare and rights of the students
of the university.

To enable and encourage students to participate responsibly in the
affairs of the university.
-
To regulate matters pertaining to the student life of its members.
-
To assist in the direction and continued development of the
university.
-
To encourage students in the pursuit of knowledge and growth of
their faith.
All students enrolled at
Article IV – Legislative Powers
All
legislative powers of the Associated Students shall be vested in the
Student Senate. These powers
shall begin on the first Student Senate meeting of each academic year
and last until the close of the Spring Term of that year.

All legislation passed by the Student senate shall go into effect
five days following passage unless acted on by due process of the
Executive Committee.

The Executive Committee shall have veto privileges over the
legislation passed by the Student senate.
An Executive Committee veto shall be obtained by a
three-fourths majority vote of the Executive Committee membership.
Any Executive Committee veto must be published in the minutes
of the Executive Committee, and then distributed to the Student
Senate members with the agenda for the next meeting of the Student
Senate.

The Student Senate may reconsider legislation that has been vetoed
by the Executive Committee at the first Student senate meeting
following said veto. A
three-fifths majority vote of the Student Senate membership is
required to override an Executive Committee veto.
If the Student Senate overrides the Executive Committee veto,
the legislation then goes into effect immediately.
The Student Senate shall be the final
student authority in all matters pertaining to the Associated Students
that are not defined by the Constitution and shall regularly report its
actions to the Associated Students in the form of minutes.
The Student Senate shall have full authority to delegate any of
its powers or duties to any officer, committee, committee chair, or
member of the association.

The Student Senate shall have general jurisdiction over all student
groups, activities, and events not assigned direct supervision by
the university through the Board of Regents.
Such jurisdiction shall comply with all relevant university
policies and procedures.

The Student Senate shall have full and complete power to enact all
legislation in the furtherance of the objectives of the Associated
Students.

The Student Senate shall be responsible for all Associated Students
business enterprises and agencies on the campus.
-
The Student Senate shall be responsible for the Associated Students
budget on an annual basis and for any budget revisions.
The Student senate shall have access to information
concerning any expenditures of the Association.

The advisor to the Student Senate shall be the Director of Student
Activities.
-
The Student Senate shall convene as often as necessary and not less
than once every week while classes are in session during the
academic year.

In a regularly scheduled meeting, three-fifths of the voting members
of the Student Senate shall constitute a quorum.
-
A
special Student Senate meeting may be called by the President of the
Associated Students or by a petition signed by one-third of the
voting members of the Student Senate.
The petition shall be submitted to the President of
Associated Students.
Article V – Associated Students Officers
The aggregate of the Associated
Students officers shall be known as the Executive Committee.
The Executive Committee shall consist of four members of the
Associated Students of Concordia University, Portland, Oregon, elected
annually by said body: the
President, the Vice-President, the Secretary and one member appointed by
the Student Senate: the
Treasurer.

The term of each office of the Executive Committee shall be one
year, as prescribed in the Bylaws.

The Executive Committee shall perform all the responsibilities and
duties specified in this Constitution and its Bylaws, and shall
receive financial compensation for their services from the
Associated Students budget.
A Student Senator shall be a resident
or member of the living area or college they represent.
The
term of a Student Senator shall be one year.
The
responsibilities of a Student Senator shall be:

To vote on legislation presented to the Student Senate.

To initiate legislation in the Student Senate.
-
To communicate views, issues, concerns, and news between their
constituency and the Student Senate.
-
To communicate with all officers and committees of the Associated
Students concerning policies or activities of interest to those they
represent.
-
To promote participation by their constituents in activities of the
Associated Students.
-
Maintain a cumulative grade point average of at least 2.25
Article VII – Judicial Committee
The Judicial Committee serves as the
third branch of Associated Students Government.
It is the focus of this committee as mediators between parties
and organizations recognized and registered by ASCU to correct any
oversight made by the Executive Committee or the Student Senate and also
to serve as mediators between parties or organizations in Associated
Students conflicts.
The
Judicial Committee may have three to seven members as appointed by the
Executive Committee. Members
may serve as long as they are enrolled at
Article VIII – Ratification and Amendment
This Constitution may be adopted by a
majority vote of the active membership of the Associated Students.

Amendments may be initiated by a petition bearing the signatures of
one-fourth of the members of the Associated Students or by
two-thirds majority vote of the Student Senate quorum.
The
Constitution shall go into effect as of
